  shadow clones take up too much chakra so of course he only uses 5 at first. If he made like 200 and it failed he wouldn’t much chakra left to fight with, not mention his chakra was already mostly deleted from the the barrier.

  Naruto can’t really use the nine tail’s chakra all the time. Each time he does, he loses more control (the seal loosens or something) and that’ll keep happenin’ until his and the fox’s chakra merge together. I think Jiraiya explained it that way
