Neji feared the rivalry that might have happened between leaf and star village. He had his own reasons for doing nothing,he self-controlled himself to avoid any action that may harm the relationship between these 2 villages.Above all, by obeying rules, he respects the orders of Lady Sunatey and ulitmately protecting and caring for leaf village.

Naruto responds to situations.He didnt think the way Neji did. He cared for the people for that particular time. He has been in pain in his past life and knows how it feels.Thus, he cant see anyone in pain.Above all, he jumps into situation to fix it for that very moment.
Neji and Naruto,both had contradictory opnions but what Naruto did, didnt seem too harm the relationship after all.

I agree with you Naruto. He is responsible for his actions and those of others. He has been alone for most of his life and hates how people disrespect people like him- people who are different and do the right thing when everyone else does nothing. Though Naruto may act too quickly in a dangerous situation, he gets it done.
