      Because alot of his chakra is still poured into the sand. Actually, the one tail, ichibi, only used the sand to protect Gaara, all the other uses were Gaara’s own jutsu.

      (Minor spoiler i dont think they have gotten around to showing it yet in the series) Gaaras sand rushes to protect him because of his mother who died after giving birth to him. She loved hiim so much that she basically poured her essance into his sand as a sheild to always protect him. Im not really sure how Shukaku was intermingled with Gaaras powers but im guessing he was mainly the reason for his bloodlust and why he was so unstable mentally/emotionally. Later after a few episodes, when Gaara faces Saskue, you’ll hear him talking to a voice in his head who he calls mother but is actually Shukaku. So basically all Shukaku was, more or less, was just an enabler for Gaaras hatred.

      Ichibi translates to one tail. Shukaku = Ichibi’s (one tailed’s) name. So basically he is saying: “Actually, the one tail, ‘one tail’, only used…”

      You know how the call the nine-tails ‘kyuubi’? Well ‘kyuu’ means 9. Take the ‘bi’ off any of the tailed beasts and its their number of tails. ‘ichi’ means 1. So he is the ‘ichibi’.

      Controlling the sand is a jutsu. Whether he has the one tail in him or not. The third and fourth Kazekages both had similar jutsu (iron sand and gold sand, respectively). If you are referring to how the sand protects him without him doing anything, that is because of his mother (originally thought to be because of Shukaku).
