    when he spams shadow clones its often in panic or in the need… when he finds someone in big trouble or him self he always get like extra chakra of some kind…

      he spams shadow clones when he loses his cool. and as you said in panic as well. the 9 tails chakra helps him produce even more jutsu and clones. but the risk he takes by doing that is he grows the cloak of the 9 tails….. and since he is young it tires him out before he even grows 1 tail for a while…until he gets allot stronger….
