          not really, the anbu black ops are supposed to be top notch, the best ninja in the village but they are a bunch of mooks. So far in the series and throughout it all the way to the current stage in shippuden, the Jonin and Chuunin are the one’s actually doing the anbu’s work while the black ops are incapacitated somewhere. An anbu leader maybe is the equivalent to lazy Jonin, but that’s a stretch.

          anbu was made up to fill in all the things you could imagine would have to be going on in the background to make a war of this magnitude believable.

          u think a nation wide war is gonna pop off because of the main dozen or so chars? no.. thats where the idea of anbu comes in

          it lets us know that every village has a secret group up of ninjas. letting us know that there is tons of sht going on in the background we’re not aware of, makes teh whole story way more believeable
