  itachi isn’t a sannin because during the war in the rain village the team of Jiraiya, Tsunade and Orochimaru were the only ones to survive the battle and thus the rain’s leader hanzo of the salamander gave them the name sannin

      I shall elaborate on what he is trying to say. During a battle between leaf shinobi and hidden rain shinobi, Tsunade, Jiraiya and Orochimaru were the only ones to survive. As a reward for surviving, Hanzo (the leader of the hidden rain – the equivalent of a kage), decided not to kill them and to give them the title of the Sannin (legendary three ninja). This was when they were still very young and not at their strongest. From there on this title would stick with them as their fame and talent grew.
