i don’t think thats naruto’s full power in tailed beast mode . I think He can still offer a lot more. called me crazy but i think he can mix it with nature chakra aswell like he did when he was fighting pain and the eyes overlapped. Why the frick is the Raikage putting down Minato, a shinobi whom he can never surpass. Big deal he’s the fastest shinobi AFTER the fourth died (is the raikage faster than tobi ?), but he’s no where close to being as intelligent and versatile as Minato was, ever. Minato gave up his OWN life for the people of his village, whereas the raikage would rather sacrifice another persons life. It shows who really has more heart and who really values another’s life and the generations to come. Jeez, i hope the raikage’s character gets cut off. He has no respect for a true hero.

  The answer is no the Fourth Hokage is the only man faster than Raikage and now that he’s the no longer around the Raikage is the fastest during Itachi’s previous fight’s if he had such speed he would of shown it and B.T.W Itachi’s fighting style doesn’t really rely on speed but he is pretty fast if Itachi was that fast he would of been famous for speed and not just his Uchiha genes like Minato and Raikage .
