    well naruto could have killed sasuke if he wanted to in episode 134 i think it was in Naruto not shippuden when he was fighting against sasuke and both of their jutsus clashed the Chidori and Rasengan (2nd stage of the Curse Seal and naruto was in Kyuubi) and sasuke hit naruto while naruto scratched his forehead protector instead of kicking him or hitting any of his vital spots

i dont see y itachi chose to lie and say he did it to test his ability he should have just told the truth that he was ordered to do it by danzo and the counsel then he could have stayed in the village instead of being portrayed as a villain because itachi isnt evil

  What CCC said is correct. Also, the higher ups of Konoha didn’t want people to know that a clan as prestigious as the Uchiha were planning a rebellion. If people found out there would have been a lot of controversy and questions, but this way it was just portrayed as a tragedy.
  
  Also, it’s not like if Itachi did that he would have been able to lead a normal life in Konoha, the people who wouldn’t understand (probably the majority) would have kept taunting him by calling him a traitor who killed his own parents and extended family.
