    Medical ninja dont engage in battles unless they have to. She really is kinda useless when it comes to jutsu though. {you’d think she learned one or two by now :-/ }

      She may be useless in terms of the number of jutsu she can use, but you can’t deny that her execution of the limited jutsu she knows is superb.
      
      Sakura is first and foremost a medical ninja. If she spent more time learning other jutsu, she would not be as proficient at medical ninjutsu. Learning taijutsu is a given, considering it goes hand in hand with evasion.Furthermore, as you stated, the second rule of medical ninja forbids them from entering the front lines of combat (unless rule 4 is satisfied and the medical ninja has mastered byakugo no jutsu), so there isnt really a need for them to learn offensive jutsu.
