actually the rinnegan may be an ocular jutsu but it goes way beyond just being able to take them from someones body, thats the highest level rinnegan and that kind of power lies in the blood.

if you recall earlier itachi gave some of his power to naruto on the of chance of sasuke attacking the village, well much later during the 4th ninja war naruto uses that power and gains this almighty nine-tails sharingan, its all in the manga.
