Pain attacked the village around chapter 418 not 48. Episode 169 corresponds with chapter 442 of the manga. You do realize how long it takes to make a single episode of an anime right? The chapter came out in April 2009 and episode 169 came out around July 22 of this year. So that's around 15 months. The manga doesn't have voice actors, inkers, animators, or anyone else that it takes to make an anime. Those people need time off from work as well where as not so many people are needed in a manga. It's for that reason as well as the anime catching up to the manga too fast that there is so much time between the anime and the manga. Hell before shippuden Naruto had a few hundred filler episodes while Masashi Kishimoto took a break from the manga.
