      There are many rumors.. I think it’s just because the creators want all the characters to develop together or else some, like Kakashi, would seem to be getting weaker.. Which isn’t needed in my opinion since one of the characters said earlier in the series, something along the lines of, “Each generation surpasses the next. Deciples surpassing their masters.”
