  I think what happened was that Orochimaru TRIED to summon the Fourth, but it stopped half way because, like Kabuto said, it was not possible.

  it wasnt possibl to summon the fourth because his soul was sealed by the reaper death seal it cant be brought back from that that is also why kabuto cannot summon the third hokage as well as the first and second (any longer)
