  not really that hard to believe. Temari, Kankuro, and Gaara were already 3 of the strongest shinobi in the hidden sand on the first Naruto saga. After Orochimaru killed the Kazekage (Gaara’s father), Gaara was the strongest considering his natural ability controlling sand and the power he possesses thanks to his jinchuuriki self. The higher ups in the village had no other option than to elect Gaara but since Gaara has a dark past, a lot of people in the sand village are still wary about him being Kazekage.
