My last reply was my joke, and now to truthfully answer your question.  Gaara is the Kazekage, which is the equivalent to being a Hokage.  Kazekage is land of wind, Hokage is land of fire, Mizukage is land of water, Tsuchikage is land of earth, and Raikage is land of lightning.  The suffix “kage” means shadow.  These are the leaders of the five great shinobi villages.  So the direct translation would be as follows: Hokage=fire shadow, Kazekage=wind shadow, Raikage=lightning shadow, Tsuchikage=earth shadow, and Mizukage=water shadow.  These titles correspond with the country these villages are from lead by the five federal lords (land of fire, wind, water, earth, and lightning).
