    Those types are always the ones that you should suspect the most. They put on the personification of child-like innocence to fool people…but deep down inside, those types of people are actually borderline serial killers.
    
    This is just psychology or at least one aspect of it. Diversionary tactics to offset the onlookers so as to not suspect the predator, a true wolf in sheep’ wool.

Thats how Kakashi got his sharigan. I dont know if he is brought up in episodes, i just know about him from friends telling me

  He has no ability to use his chakra for ninjutsu and genjutsu, but he still has it and can use it to walk on water etc.
