       You don’t actually need an element in order to use it.  You see people use fire and water when there’s none in sight.  With Jutsu, you can just make it appear.  This isn’t Avatar we’re talking about here.

         The difference is that Fire and water uses oxygen, therefore it makes sense if it is made anywhere. When you strike a match, it catches on fire from literally, thin air. So making wood underwater is a bit odd
